FIEMA
FIEMA stands for Framework for Information Environment Measurement and Analysis. It was developed for geopolitical and hybrid warfare exercises and you'll find that it thinks in terms of military and State-level actions.
speedy identification of components that make up a synthetic information space for open-world type exercises.
The ultimate aim of FIEMA in AXS is to generate Audiences and Beliefs. However to get there, you need to generate and confirm the strategic objectives and operational levers for each force.
What are the FIEMA outputs?
The AI can be used to generate four outputs for each force:
Strategic Objectives: These are the strategic goals of the Force. The AI has been told that given the context, what would be suitable objectives for the given Force.
Operational Levers: These are the operational initiatives representing the means through which the objectives can be pursued and accomplished.
Audiences: In Conducttr, these will become Factions - the groups who must be simulated in scenario. Understanding the characteristics, needs, and behaviours of the audiences is essential for effective communication and engagement. Note that the AI generates high-level audiences - which is partly why we import them as Factions. Some additional breakdown or segmentation of individual Factions will likely be necessary once in the Editor.
Beliefs: Beliefs influence behaviour. The AI has determined that these beliefs are key to the understanding the audiences and will hence impact the ability to achieve the objectives.
Let's Do it
Force
We've used the term "Force" because it's more commonly used in defence organisations. It means the party with an interest in the outcome of the exercise. If you look at our Kaliningrad example, you'll see there are five forces including the EU, Russia etc.
You can generate objectives, levers, audiences and beliefs for multiple Forces - just click the + to create a new tab and add a new Force
Export results
Each field can be copied to the clipboard and used elsewhere but we also have the Download option for exporting to the Editor
The option "Download to FIEMA file" won't be enabled until you've generated the Factions and the Beliefs tags.
You have the option to download the Faction and the Beliefs separately if you have an existing exercise. But for new exercises it's best to download and import the full FIEMA file.
